HONDURAS: Castro gets tough on gangs

Despite having pledged to demilitarise citizen security in her 2021 election manifesto, President Xiomara Castro and her leftist Partido Libertad y Refundación (Libre) government would instead appear to be following the lead of El Salvador’s President Nayib Bukele in suspending constitutional guarantees and cracking down on gangs. In late November Castro announced a comprehensive plan to tackle extortion, as well as an executive decree ordering a 30-day state of emergency in two areas. While her security minister, Ramón Sabillón, sought to provide reassurances, insisting that the circumstances in Honduras and El Salvador are different, these have so far failed to convince human rights groups and other institutions.
