HAITI: Henry claims of ‘historic’ roadmap accord ring hollow

Haiti’s caretaker prime minister, Ariel Henry, has hailed as ‘historic’ the inking of a document by “numerous political, civil-society and private sector organisations” which establishes a high transition council (HCT), tasked with ensuring that conditions are in place for elections. These have been long overdue, compounding the dire situation left by the July 2021 assassination of president Jovenel Moïse (2017-2021) in which the legislative and judicial branches no longer operate [WR-22-28] and criminal gangs wreak havoc. With members of the Montana Group, a leading opposition organisation, already distancing themselves from the accord which follows previous failed attempts at navigating a transition process, the prospects for the latest effort by Henry at restoring constitutional order look less than promising.
