Cuba: On 21 April US and Cuban officials met in Washington, D.C. to discuss the implementation of the US-Cuba Migration Accords. US Deputy Assistant Secretary for Western Hemisphere Affairs Emily Mendrala led the US interagency delegation, and Cuba’s Deputy Foreign Minister Carlos Fernández de Cossío led the Cuban delegation. According to a US State Department press release these migration talks provided “an opportunity for discussions on mutual implementation of the Migration Accords (comprised of a series of bilateral agreements between the US and Cuba done in 1984, 1994, 1995, and 2017)”. These discussions represent the first Migration Accord talks between the US and Cuba since 2018. The same press release notes that the US delegation highlighted “areas of successful cooperation on migration, while also identifying issues that have been obstacles to fulfilling the goals of the Accords,” but did not provide further details. It notes that the US also addressed consular services at US embassy in Havana, to include resumption of immigrant visa services on a limited basis starting in May, current US citizen services, and current issuance of emergency non-immigrant visas.
