BRAZIL: Public security policies in Rio – plus ça change?
In January, the government of Rio de Janeiro state launched a new programme designed to bring public security and public services into the favelas of the state’s eponymous capital. The ‘Cidade Integrada’ programme, formally presented by Governor Cláudio Castro on 22 January but in effect launched with a large police operation in two favelas three days earlier, has laudable objectives on paper; but it has already come under fire for seeming to repeat the same mistakes of the failed UPP pacification policy adopted by Rio state authorities 14 years earlier, and for being little more than a vote-seeking strategy in an electoral year. It also seems to bring no change to violent policing practices in Rio.
