MEXICO: As toll hits new high, a strange 'battle' in Michoacán

First came what appeared to be good news: the government claimed to have 'decapitated' the Familia Michoacana cartel by killing one of its top leaders in a major armed clash. Then came a sobering reality check: the number of drug-war fatalities had risen to a new high in 2010 and Mexico's leading business and civic organisations vented their frustration at the incongruence between official rhetoric and actual results in the area of public security.
