Haiti’s President Jovenel Moïse has effectively been ruling by decree since January 2020 after legislative elections failed to materialise in October 2019, amid political gridlock, and legislators’ terms lapsed. This situation continues to draw concern from the international community; in August 2020 the US embassy in Haiti urged Moïse to “exercise restraint in issuing decrees” only using that power “to schedule legislative elections & for matters of life, health, and safety”. Two recent decrees in particular, both relating to security, have met with particular condemnation.
