PARAGUAY | 'Incursion' by Brazilian troops. On 19 November the Paraguayan police reported that a Brazilian military convoy of two tanks and two armed personnel carriers with some 30 soldiers had been spotted inside Paraguayan territory in the eastern department of Canindeyú, only 14 kilometres from the airport of the departmental capital, Salto del Guairá. The captain in charge of the convoy apologised to the police and to the commander of the nearest Paraguayan military detachment, saying that he had been conducting a routine border control and had inadvertently crossed the border. The same explanation was conveyed to the Paraguayan government by the Brazilian ambassador.
