Claim of tolerated Farc presence. The newspaper El Panamá América reported on 14 November that it had learnt from an 'entirely credible' police source that members of the Colombian Farc guerrillas had taken refuge in several townships in the east of the country (Río Chico, Bayano, Yape and Nueva Paritilla de Setegantí), and that the Panamanian police were under orders not to engage them. On 11 November the Colombian defence minister, Juan Manuel Santos, had denounced Farc activity in Panama (and also in Ecuador and Venezuela).
