MEXICO: Chance vs intelligence in recent 'successes'

The discovery and seizure of 23 tonnes of cocaine in the Pacific port of Manzanillo has been pounced upon by Mexican and US officials as the most persuasive argument yet in favour of congressional approval for the US$500m Iniciativa Mérida package of antidrugs aid for Mexico requested by President George W Bush [SSR-07-10]. Less ostensibly, and perhaps paradoxically, it has raised questions about various aspects of President Felipe Calderón's antidrugs strategy.
