BRAZIL: 'No arms race, no response to Venezuela'

The official line in Brazil is that it is not about to enter an arms race in response to Venezuela's recent string of major arms purchases. The Brazilian military, however, has been staging a series of major exercises with a view to preparing the shopping list which will accompany the comprehensive review of national defence strategy ordered by President Lula da Silva last September. The exercises are clearly also meant to serve the traditional purpose of impressing people at home and abroad.
