ARGENTINA-URUGUAY | Court refuses to ban blockades. The International Court of Justice at The Hague turned down on 23 January a request from Uruguay for an injunction ordering Argentina to prevent the blockading of international bridges joining both countries. The court said that Uruguay had failed to prove that the blockades would cause 'irreparable damage', which is one of the two criteria the World Court applies to such situations (the other being 'imminent risk'). Uruguay's request came in response to an early-January escalation of actions by Argentine environmentalists against the construction of a cellulose plant by the Finnish firm Botnia on the river Uruguay (a second projected plant, also opposed by the environmentalists, has been relocated further inland).
