Lenín Moreno has announced that the country saved US$450m in public contracts in 2018 due to progress made by the national public procurement service (Sercop) in the last two years.
Helena Fonseca, technical secretary of the Inter-American Government Procurement Network (RICG), an initiative led by national procurement agencies from 33 countries of the Western Hemisphere, highlighted a few of Sercop’s most important advances. She said that, over the last two years, there had been a significant increase in the number of competitive processes with greater transparency and accountability. She also said that Sercop has implemented management and risk strategies to better measure participation of contracting entities and state suppliers in good practices, and it has increased professionalisation in the public sector through a certification programme in public procurement.
