Argentina: Argentina’s government has announced a package of measures to promote public works investment and to improve transparency in the sector. Announced by Transport Minister Guillermo Dietrich, the measures are in response to the recent ‘
Gloriagate’ scandal. The package includes the proposed creation of a trust fund to secure financing for six public-private partnership (PPP) projects. The fund will act as an intermediary between the financial sector and construction companies for six road initiatives whose launch is expected for the end of October/beginning of November. The trust fund will permit a US$1.2bn loan (equivalent to the necessary funding for the first year of the projects) with the state-run bank, Banco Nación, to provide between US$200m and US$300m to the trust fund, after which other institutions will contribute. Other measures include plans to implement a new framework of ethics and integrity for the contracting of public works, to be drawn up by institutions such as the economic ombudsman (Sigen), among others.
