* Mexico’s president-elect, Andrés Manuel López Obrador, has announced that in a month he will present a plan to modernise the country’s six oil refineries and construct two new refineries. According to local daily
Milenio, the new refineries will be located in the town of Atasta, Campeche state, and Tabasco, his home state. López Obrador’s 2018-2014 manifesto calls for Mexico to be energy self-sufficient, citing figures which suggest that as of September 2017 the country’s refineries had only produced 35.6% of national consumption while in the month of September 2017, a historic minimum of 190,800 barrels per day of crude was being produced.
