COLOMBIA | US military aid still flowing

Though Colombia was listed among the countries whose US military aid was to be cut for not agreeing to guarantee non-surrender of US nationals to the International Criminal Court, funding that does not bear a specific military label has been preserved. On 8 July the State Department delivered the requisite certification that Colombia was respecting human rights and severing military ties with the paramilitaries (the latter not quite true at the time). This freed up US$31.6m in assistance for the Colombian security services. On 24 July the House of Representatives approved a US$574.6m appropriation for Colombia for FY2004, including military components.  

PERU | Copycats suspected in mining camp raid

On 22 July five masked gunmen raided a camp of sociologists employed by Barrick Mishiquilca, affiliate of the Canadian mining firm Barrick, which operates Peru's biggest goldmine. One of the geologists was killed, another was injured, and the raiders made off with a vehicle, radio equipment and satellite phones.
