The secretary of public security, Genaro García Luna, presented a government report on the balance of violence and public security advances in the country in 2010 before congress on 31 January. While the report conceded that 2010 was the most violent year of the current sexenio, it also claimed that in some measures, Mexico's homicide rate is lower than in other Latin American countries. The report was received with scepticism in congress, which questioned the government's figures and heavily criticised its security policies. On the same day peasant and civil society groups organised a mass march into Mexico City's Zócalo demanding social reform and for the government to put an end to violence (see sidebar).
