Morales revives contentious project

At the United Nations General Assembly (UNGA) earlier this month President Evo Morales urged that “natural resources, basic necessities must be viewed as human rights”. His call however comes as his Movimiento al Socialismo (MAS) government has been accused of failing to protect indigenous and environmental rights following his promulgation last month of a law (266) enabling the construction to go ahead of the Villa Tunari-San Ignacio de Moxos highway (linking Cochabamba and Beni departments). The initiative has been hugely contentious in the past as it passes through an indigenous territory (Tioc) and national park, Isiboro Sécure (Tipnis), serving as a major bone of contention between the MAS and indigenous groups – traditionally a core Morales support base.
