The emergence of a video recording in which a deputy of the right-wing Partido Acción Nacional (PAN) apparently offers to clear the fiscal deficits racked up by a mayor in Mexico’s San Luis Potosí state in exchange for the diversion of a proportion of public funds towards some of his colleagues, has produced outrage.
