Brazil’s federal congress has started discussions on whether to change electoral campaign donation rules again, following a sharp fall in financing available to candidates in the forthcoming municipal elections now that donations from businesses are forbidden. According to data from the supreme electoral court (TSE), released on 15 September, there was a fall of 61% on campaign funds this year compared to the previous municipal elections in 2012, to just R$469m (US$143m) for the 16,356 politicians standing for office.
