PARAGUAY POLITICS: Hunting down the ‘planilleros’
In the wake of yet another spate of corruption scandals involving nepotism in public institutions, Paraguay’s President Horacio Cartes has decided to launch a crusade against ‘planilleros’- the local term used to describe individuals that have been included on public sector payrolls due to their political affinities or kinship to political leaders and/or government officials. Cartes has ordered all public entities to publish their payrolls since 2003 so that the authorities can identify, shame and sack all those that have been improperly hired or are paid a state salary. While the move appears to be a response by the increasingly unpopular Cartes to the public outrage over how pervasive these practices remain, the big question is just how far this new anti-corruption drive will go in tackling the root causes of the problem.
