Uruguay's President José Mujica and Chile's President Sebastián
Piñera, who took office within 10 days of each other in early March, might have
little in common ideologically but both are underlining their commitment to
enhancing foreign ties in the region. In a sign of the importance he attaches to
foreign relations, Mujica visited Argentina, Bolivia, Brazil and Venezuela in
the first five weeks of his term. Piñera has been tied up with domestic
preoccupations, conducting a peripatetic tour of southern Chile to visit areas
affected by the serious earthquake which struck in February, but he too is keen
to improve ties within the region, visiting Argentina and Brazil last week -
