Mexico’s President Enrique Peña Nieto reached the halfway point of his single six-year term this week. He marked the milestone not just by presenting the traditional annual state-of-the-nation report- the ‘Informe Presidencial’- to the federal congress but also by conducting his first major cabinet reshuffle since coming to power in December 2012.
