Peru's President Alan García has signed a decree granting members of
the armed forces and the national police force a substantial one-off bonus
payment on 24 February, followed by a two-stage salary increase over the next
four months. His action comes after rumours of a police strike in April. The
cause of the security forces has been championed by the vice-president, Luis
Giampietri, a bellicose former admiral and commander of the Navy Seals. By
caving in to pressure, García has left himself open to other sectors and trade
unions pushing for salary increases. He signed the decree just as indigenous
groups in the Amazon, who clashed violently with security forces in June 2009,
leaving a death toll of 33, are protesting again about the government's failure
