Bolivia’s human rights ombudsman, Rolando Villena, has announced appeals against three supreme decrees (DS) issued by President Evo Morales in recent months, on the grounds that they violate indigenous rights. Villena’s announcement comes as President Morales (himself an Aymara) and his left-wing ruling Movimiento al Socialismo (MAS) government is facing growing criticism for plans to move ahead with the long-controversial Villa Tunari-San Ignacio de Moxos highway, which cuts through a local indigenous territory and national park, Isiboro Sécure (Tipnis).
