The government of Venezuela has been claiming almost instant success for a ‘shock plan against smuggling’ announced by President Nicolás Maduro on 8 August, which involved closing the borders with Colombia during night hours and deploying 17,000 soldiers along the 2,219 kilometres of land border areas of four states — Zulia, Táchira, Apure and Amazonas.
