The number of people killed in clashes with the army has been falling sharply over the first six months of the administration led by President Enrique Peña Nieto — far more so than when it began to fall during the last year in office of his predecessor, Felipe Calderón (2006-2012). This development came to light shortly after the publication of an official manual regulating the use of force by the armed services and on the heels of the revival of a United Nations (UN) rapporteur’s report urging the withdrawal of the military from tasks which should be entrusted to civilian police.
