President Ollanta Humala has announced the launch of what he describes as a ‘new, imaginative strategy’ towards the reduction of coca growing in the Apurímac-Ene-Mantaro valley (Vraem), stronghold of the remaining Sendero Luminoso (SL) guerrillas. It will place the emphasis on the promotion of alternative crops through agreements with the coca growers, but does not completely eschew forcible eradication. The announcement came a few days before the United Nations (UN) Office on Drugs and Crime (Unodc) confirmed that 2013 had been a record year for Peru’s coca eradication effort.
