Development: On 18 March Haiti’s Prime Minister Laurent Lamothe described as “historic” an agreement signed by the legislature, executive and political parties, four days earlier which will allow for the staging of long over-due elections to replace ten of the 30 senators whose terms expired in May 2012 plus dozens of local government posts.
