The month from roughly 10 December 2013 to 10 January 2014 was a pretty miserable time for approximately 13m people living in the Greater Buenos Aires area. A record heat wave saw temperatures soar, often as high as 38 degrees Celsius (100 degrees Fahrenheit). The power grid could not cope, and power cuts rippled throughout the city. The government declared a state of emergency. Many neighbourhoods suffered repeated outages; the situation was particularly bad in high-rise flats, where water supplies were also cut off.
