The truncated campaign for presidential elections on 14 April officially began this week. The president of the national electoral council (CNE), Tibisay Lucena, spelt out the ground rules beforehand. The CNE has shown itself to be highly efficient at counting and tabulating the vote. Its major failing has been ensuring equal contests. The opposition is demanding the CNE investigate the provenance of Nicolás Maduro’s campaign financing. President Hugo Chávez dissolved distinctions between the State and the ruling party.
