“One day history will recognise Paraguay as the country which contained and defeated the Bolivarian axis in its Latin American expansion.” Paraguay’s President Federico Franco, who was not invited to the XXII Ibero-American summit in Cádiz last November because others threatened to boycott it over the impeachment of President Fernando Lugo in June, was determined to make his presence in Spain felt this week. For good measure, he added, in an interview with the local press, “It’s a miracle that (Venezuela’s Hugo) Chávez disappeared from the face of the Earth because he did a lot of damage to my country.” Venezuela’s foreign minister Elías Jaua branded Franco “the scum of humanity” for his remarks and “an heir to (former dictator Alfredo) Stroessner”.
