VENEZUELA: Cometh the eleventh-hour

The campaign formally began on 1 November for regional elections on 16 December. The main battleground will be Miranda, where the administration of President Hugo Chávez is desperate to dish out a second defeat to Henrique Capriles Radonski ,of the opposition Mesa de la Unidad Democrática (MUD), in as many months. But, for pure intrigue, attention will be focused on the contest in the western state of Trujillo. Here, Chávez has parachuted in his defence minister and General-in-chief, Henry Rangel Silva, to run for governor over the heads of a mute national electoral council (CNE). The choice of Rangel for the post raises important questions.
