GUATEMALA-US | Pérez Molina shifts gear on drugs. On 21 June Gil Kerlikowske, director of the White House’s  Office of National Drug Control Policy (ONDCP), dropped in on Guatemalan president Otto Pérez Molina to explain the new US ‘third way’ policy on drugs, which involves a ‘paradigm shift’ from viewing drug addiction as a moral crime to viewing it as a treatable disease. This puts emphasis on health and prevention initiatives designed to reduce the consumption and availability of drugs in the US. [The other two ‘ways’ are the ‘war on drugs’ pursued over the past 40 years and the ‘decriminalisation’ which Pérez Molina and others want debated.]
