Pérez Molina shifts gear on drugs. On 21 June Gil Kerlikowske, director of the White House’s
Office of National Drug Control Policy (
ONDCP), dropped in on Guatemalan president Otto Pérez Molina to explain the new US ‘third way’ policy on drugs, which involves a ‘paradigm shift’ from viewing drug addiction as a moral crime to viewing it as a treatable disease. This puts emphasis on health and prevention initiatives designed to reduce the consumption and availability of drugs in the US. [The other two ‘ways’ are the ‘war on drugs’ pursued over the past 40 years and the ‘decriminalisation’ which Pérez Molina and others want debated.]
