COLOMBIA: Santos offers free homes

Some have labelled him a populist; others, an idealist. The first group argues that President Juan Manuel Santos decided to unveil a new element of his ambitious housing programme in response to his worst performance in public opinion polls to date. The second holds that the president is a visionary who aims to produce a radical change in the Colombian social fabric during his four-year (possible eight if he were to secure re-election in 2014) mandate.
