EL SALVADOR: Why are homicides plummeting?

El Salvador has the unwelcome distinction of having one of the highest murder rates in the world, so it should have come as no surprise to the government that when this suddenly plunged it would excite attention. The government line is that a dramatic fall in the average number of homicides from 14 to six a day since 9 March is down to greater police efficiency. The online investigative publication El Faro maintained that the fall owed to a deal struck between the government and the gangs allowing mara leaders to move from the maximum security prison Zacatecoluca to less strict jails in return for their delivery of an inter-gang truce.
