Development: On 5 January Panama’s foreign minister, Roberto Henríquez, announced that the government led by President Ricardo Martinelli would reactivate a truth commission to identify victims and those ‘disappeared’ during the military dictatorship led by former Generals Omar Torríjos (1968-1981) and Manuel Noriega (1981-1989).
