Resolving the numerous problems in Bogotá's public transport system
while at the same time restoring the tattered public image of the Polo
Democrático Alternativo (PDA), of (now suspended) Mayor Samuel Moreno, is a
herculean task. That is why Bogotanos, politicians and the local media were
shocked when the PDA's shortlist of candidates was revealed: it failed to
include a candidate from among its leading figures; to make matters worse,
President Juan Manuel Santos said on 13 May that two of the three candidates
shortlisted could be legally barred from holding public office (see
sidebar).
