Outgoing President Alan Garcia (1985-1990; 2006-2011) leaves a mixed
legacy for President-elect Ollanta Humala, who takes office on 28 July. Peru's
economy has never produced more sustained and impressive GDP growth statistics:
in 2010 GDP growth was 8.8% and growth in 2011 should be around 6%. The flip
side of this, however, is growing social unrest as communities fight for a
bigger share of the wealth. Respect for officialdom is also low as the
García government has often appeared just to ricochet from one corruption
