"More words than substance". This was the reasonable conclusion of one leading Salvadorean daily regarding the outcome of the 41st regular session of the Organization of American States (OAS) General Assembly in San Salvador, the dominant topic of which was "Citizen Security in the Americas". The main aim was to firm up proposals for a regional security plan to benefit Central America, the sub-region most afflicted by organised crime and its associated violence as a result of the spread of drug gangs from Mexico and Colombia. While providing no further clarity as to the contents of this plan, due to be presented before international donors in Guatemala City later this month, the OAS summit does represent the latest sign of the awareness of the need to tackle the problem on a multilateral basis, efforts which have steadily gathered pace since last year.
