Hugo Chávez's appearances since his cancer diagnosis have been
carefully stage-managed to ensure maximum PR impact with minimal public exposure
of the clearly weak and often jaundiced-looking president. His presence back on
the ground in Venezuela (from Cuba) had become imperative to restoring a sense
of political stability. His absence had created a power vacuum and raised too
many constitutional questions, creating immense uncertainty. Yet the president's
return only puts some of those questions to rest. There is no doubt that the
country is existing in a sort of limbo, and everything is now predicated on the
president's recovery and his ability to retain control ahead of the scheduled
