Rumours abound that the Paraguayan government is pressuring the judiciary to
annul the 10-year sentence of imprisoned General Lino Oviedo. The reasons for
this are manifold. Perhaps the most important of these is that Oviedo's Unace
party holds five seats in the senate, which would give the ruling Colorados a
narrow majority of 23 in the 45-seat senate to secure the passage of a
constitutional reform to allow for presidential re-election. President Nicanor
Duarte is determined to stand again and he has already stitched up a majority in
