ARGENTINA: Kirchner curtails autonomy of service chiefs

President Néstor Kirchner has dusted off a national defence law which had been lying unapplied for 18 years, which vests more power in the joint general staff and downgrades the role of the chiefs of staff of individual services. He took this step against the backdrop of a couple of skirmishes with members of the military who had made public displays of their displeasure with Kirchner's policies towards the armed forces.
