COLOMBIA | Joining in regional oil diplomacy. Colombia has joined in the discussions with the Sistema de Integración Centroamericana (Sica) and Mexico over the prospects for setting up one or more refineries in Central America as a means of easing the burden of the subregion's reliance on imported oil and oil products. The idea of a Central American refinery was raised by Mexico and Panama two weeks ago [WR-05-42]. Mexico has also suggested the possibility of installing a terminal for liquefied natural gas in Central America.
