PARAGUAY: 'Moonie' protest reveals why land reform is blocked

A protest over unfulfilled land distribution demands, which captured headlines mainly because the landowner involved is a firm owned by Sun Myung Moon's Unification Church, has brought to the fore an issue which Paraguay's politicians, within and without the government, have been studiously avoiding: that despite the rhetoric, land distribution cannot proceed because no funds have been budgeted for that purpose.
