TAX: Government runs into problems

The two main opposition parties in congress, the Partido de la Revolución Democrática, which has the second most seats in congress (125) and the Partido Revolucionario Institucional (which has 105 deputies) seem to have reached an understanding over the government's fiscal reform. If the PRD's usual allies, the Partido del Trabajo and Convergencia (which each have 16 deputies) line up with the PRD-PRI alliance, the opposition will have a majority in the 500 seat lower chamber.
