BOLIVIA | Hydrocarbons bill back to deputies. The senate cleared on 29 April the hydrocarbons bill, retaining, as anticipated, the new 32% tax [WR-04-44], rejecting a government proposal allowing this to be set against taxes paid in the firms' home countries. The senate also bowed to public pressure in southern Yacuiba, which included closing the border for several days, and included a new post of regional vice-president in YPFB. Because the senate introduced a number of changes, the bill has been returned to the chamber of deputies. Should this chamber not agree with the amendments, the bill will go before a joint session.
