POLITICS: Regional elections are worth attention
On 20-21 April the Jurado Nacional de Elecciones (JNE) announced new
rules for regional political parties. These extend the 2003 framework governing
the inscription of national political parties, the Ley de Partidos Políticos, to
the regional level. Previously, regional elections did not command much
interest, but because of greater decentralization, the devolution of higher
mining rents and an increase in political protest and social conflict in the
regions, the upcoming October polls will be a dress rehearsal for the
presidential election in 2011.
