SECURITY & DEFENCE: García's defence-spending contradictions
President Alan García is calling for a regional pact to cut back on
arms acquisitions and military spending, in order to channel the savings to
eradicating poverty or tackling global warming. He refuses to accept that this
makes Peru's sharp increase in defence spending look incongruous at best,
hypocritical at worst.
