*Peru’s constitutional court (TC) has issued a ruling which strips congress of its spending power. The TC ruled that legislators do not have the authority to order spending which impacts the national budget, and ruled that any bills which would increase public spending must be coordinated with the government. The ruling stems from a long-running controversy over a 2014 law, which was subsequently annulled, which ordered the government to pay for the relocation of the population of the flood-prone Zona Baja area of Belén district, in the Amazonian department of Loreto.
