In brief: Mexico opens anti-dumping probe into US apple imports

*Mexico’s economy ministry (SE) has published a resolution announcing the launch of an administrative anti-dumping investigation into apple imports from the US. The resolution was based on a request dated 29 August 2025 from a regional fruit growers’ union, Unión Agrícola Regional de Fruticultores del Estado de Chihuahua, A.C (Unifrut), based in Chihuahua state, which represents 85.2% of total national apple production. According to the SE resolution, the request concerns imports of apples originating from the US regardless of the country of origin, and is based on the fact that during the period under investigation (1 April 2024 to 31 March 2025), there was an increase in apple imports from the US coupled with a downward trend in their prices which fail to cover domestic production costs. According to the resolution, this impacted domestic prices, causing “material damage”. The resolution states that apple imports from the US rose 9% over the investigating period which led national prices to fall 14%. It highlights a significant deterioration in financial indicators of Mexico’s domestic industry, with revenue from domestic sales of apples down 9.9% over the investigating period, and operating margins down by 13.8%. According to the resolution, interested parties have 23 business days to register legal interest and present arguments and evidence.
